For consumables, I would probably allow them to use multi-target penalties on the roll to get more. I like the value chart method above too, I should probably use it more than I do. It's not used as much as in oTorg, but it's very elegant.

DSR's are more abstract and vague in how they might play out IMO.

Must have missed something: Focused Strike and Ki Strike are only tested as contradictions as Surges because they're activated after you roll damage. How exactly does this happen? The surge roll is made at the start of the turn but the activation is after the action. Is it simply the case of having...

I did the math back when the system first debuted, out of curiosity. The answer is that the average bonus from a single roll with no special modifiers, additions, weirdness, etc. is -1. It's complicated. That complication is nice because it conceals the actual probabilities from the players, which increases tension IMO. Rerolls on 10's and 20's do skew things, and a chart of the probabilities of each roll are probably more useful than an average. Luckily I have that figured out on ...
