They dont exist as Spartans, but it was said they were used as inspiration for Storm Break, the group responsible for the Nashville incident.

I personally wouldn't worry about it.
Since nothing is stated that swimming is harder, I wouldn't want to go through any debate on cybernetic density vs internal high tech compensation.

Since you might hit different targets with different success levels, damage should be rolled separately.

Thing that caught my eye was gadgets vs gizmos. I loved the difference in OT where gadgets were like equipment and gizmos were mcgyvering things to work for a limited time.

40k doesn't fit into torg at all, unfortunately. Among other things, it has the most powerful psykers around, but its social axiom is feudalism. It's like tech 28 feudalism, but then you have craft worlds (which are practically a different reality). Well by this analysis Tharkhold doesn't fit Torg ...

Okay, so I've had the discussion with Darrell. RAW, I had it correct. However, I don't like it for the reasons listed above. It's clunky and creates issues for the Cyberpapacy sourcebook (especially when it comes to prerequisites for Perks). I'll have an opportunity to get into the weeds a bit more...
