I did err here, but my error was lumping in Pakistan with the Middle East, which I now see was incorrect. And I did mean the Indian sub-continent but obviously I should include Bangladesh separately. I'm pretty sure the accepted definition of the Indian sub-continent includes Pakistan and Banglades...

I don't think it's an unreasonable, from that last (bolded) section to conclude that the page reference for Fire is explaining how "fire damage" works. So what are people to assume when other powers specify "fire damage" but without that page ref? In every other game I've played...
