It's so campaign dependent I think it's impossible to say. Half of Kuileous' list would be functionally useless in the campaign I was playing in.

How does the timing on something like Mind Control work? Does the target have to take the effect or can I choose to immediately drop concentration on that power if it hits an ally?

If you have one ally in melee with 3 others, you only have a 12.5% chance of hitting the ally if you fire into melee and roll a success. 50% chance of getting an odd, and if you roll an odd there’s only a one in four chance of the random target being that ally. 1/4 of 50 is 12.5%. If I ever run Torg and want to keep the penalty for firing into melee I'll probably steal a rule from Savage Worlds: if you roll a natural odd and you miss you hit someone else in melee at random. But I'll admit the immutable 50% chance to hit a random bystander really bothers me regardless of wheth...

If someone is being strangled by an unknown source they are going to start looking around for an attacker. Is that not covered by the Willpower/Mind test vs. the psi's Telepathy skill? Anyone with reason to believe a hidden individual is present may make a willpower or Mind test as a simple action ...
