That's fair, but even ignoring that, a free Interaction every round is pretty huge compared to most Perks, especially since it's separate from your character but uses your values. Playing on-line, the "Roll to see if you Transform, or to get an idea how long it takes to Reconnect" makes total sense and works just fine -- someone Disconnects during something important, then the important bit is sorted out, and the person in need of checking just tells the die roller ...
