Going by realism, you also need to factor things like hollow point vs solid vs armor-piercing, the amount of grain/accelerant which determines velocity and thus kinetic energy of the bullet, and so on. So the highest skilled person ever fails 5% of the time?? I've always played it that spending a possibility "continues" the roll. SUcks if I have to change this. I think that 5% chance of failure is better than the alternative, which is a 0% chance of failure. Where would be the drama in ...

Honestly if I was trying to make a character specialized with a gun using Prowess perks, I wouldn't have Double Tap as a starting perk. I'd have Sniper and Trademark Weapon (which work well together). Then maybe down the line get Double Tap, and maybe not until after building my Fire Combat to 5 ad...

If you look at the rapid fire rules (page 125) there are 3 kinds of rapid fire options with a firearm. Short burst, which gives a +2 to hot and uses 3 rounds, long burst which gives a +4 to hit and uses 7 rounds, and heavy burst which gives a +6 to hit and uses 50 rounds.
