Separating Toughness and Strength would definitely make character creation easier. Everyone would just put 5 points in Strength. While Strength is not as generally useful as other attributes, having a low Toughness is not the only reason to avoid having a very low Strength. Defeat Tests use the low...

One way to look at the relationship between Strength and Toughness is that it is just a convenience for character creation. The Miracle "Curse" can be used to soften up the opposition (-1 to -3 on all skill totals for 3 rounds). Also, specializing in an Interaction Attack, such as Intimidation, can be quite useful.
