The Chameleon Plates enhancement implies that the armor provides complete coverage, and the Kabul HUD enhancement specifically states that the armor has a helmet. At the moment, I'm leaning toward treating a strafing run as an Area Effect Attack, with the intended targets having the option to choose Active Defense and dive for cover.
