As far as I can tell, there's no obvious axiom level for miraculous creatures the way there is with magical ones at 12 and 13. And miraculous creatures can't fall under the Magic axiom, because Z-reges. So either there is no axiom requirement for them, or I'd put them at Spirit 10: "Observable ...
