That's the long and short of it. Anyone can say "HELP ME, LORD!" and with the Faith skill, God might even intervene. The miracles perk gets you two additional miracles on top of Ward Enemy because every caster gets 3 powers with their first Perk.

Aside from it being a good design choice, is there any advantage I'm TorgE to having a flock of believers with you? I know that having a community of the faithful was handy in oTorg, but I didn't see that rule I'm the new book. I believe the Many-on-One chart steps in for the old Community Modifier...

This is why we have the plot line pencilled in.
