Yes. Any 20 or 1 rolled during combat has the appropriate effect. The main difference is that Fate Points are only gained on a missed ATTACK roll, although you can still spend them on anything you want.

I'm not sure the PDF idea really works. You might be right! I don't claim every idea is a great one, but it gets the conversation going. :D If you're just drawing your own zones onto a map of the Earth, you'd just need a map of the Earth, no? I'm not sure the PDF idea really works. You can take an image capture of of the PDF (or part of it) without the default zones, turn that screen capture into a .jpg (or whatever you want) and then draw in your own zones with some graphic software and update them. Add your own hard points maybe, etc. ...

Organized play is a different beast. Since they aren't sanctioning organized play right away, it gives them time to create errata specifically to avoid those problems.
