It's more that certain powers won't be in the game for now. (e.g. teleport, elemental control, etc). The Flash's speed would be too high for the Nile Empire.

It's very 'street level', so more like the Netflix Marvel shows.

I see... So I'm guessing that the super-attribute and super-skill powers will still be available?

Awesome! Those really should be in the core. (Especially since IIRC, the Tough Hero archetype from oTorg core had super-toughness. :) )

The most accurate anything you could say about Torg. Great marketing slogan.

Okay, so Nile is pretty much the same. I didn't like the morality thing anyway, so I'm glad it's gone. The rise of heroes makes better sense anyway.

Tharkold is really exciting. I love the fact that technodemons are rare. So most of the enemies you fight will probably be dominated slaves or quislings. This can provide some moral quandaries for Storm Knights. I imagine some love for the Creatures of Tharkold book may provide some additional villains that can provide less guilt in killing.

The Blasted Zone sounds awesome, and it is not out of character that Russia would use a nuke on the invaders. It provides an object lesson to the other nuclear powers in case they are tempted to try the same. And considering the survive-at-all-cost mentality, Volkov's treaty also makes sense. So instead of the Delphi Council being a thorn in the Storm Knights' side, you could have the entire Russian government. I see a lot of collaboration between Tharkold and Russia in quelling resistance elsewhere in the world.

So were there stelae in the area before the area got blasted, or did Tharkoldu reality spread with the nuclear fallout?
