Unnatural <Skill> and Uncanny <Trait>

Can Uncanny <Trait> be taken once per Trait?
Can Unnatural <Skill> be taken once per Skill?

Yes. See the last part of page 168 and its continuation on page 169. It uses Superhuman <Attribute> as an example, but it also counts in the cases of Unnatural <Skill>, Uncanny <Trait> and similar Talents.

But remember that you can have a maximum number of Talents, determined by Tier. So using more than one on Unnatural <Skill> or similar Talents can make you reach your maximum Talents very quickly.

The maximum number of Talents is only at character creation. After that, no limit on the number of Talents!

Where does it say that?

At the beginning of the Talents chapter, it says that the restrictions listed on the table are for Rank one characters, and that the character can gain one more Talent for evert Rank they gain. To me, that sounds like the restriction on Talents continues throughout the campaign but that you are allowed to buy more Talents as your character progresses.

"Characters are limited in the number of
Talents they may have based upon the sum
of campaign Tier and Rank. Table 3-19:
Tier Talent Limits lists the limits for Rank 1
characters at each Tier. Each time a character
advances a Rank, their Talent limit goes up by
one.
At that time, they have the option to spend
build points to purchase an additional talent."

Talent limits are still in effect, even after creation.

I didn't remember that part... so you can't have more than Tier+Rank Talents.

Why ascending from tier 2 to tier 3 would reset your rank to 1?
