Entirely new game settings?

So I was browsing the forum and came across a thread talking about stripping away the "Torg" setting and making TE mechanics universal, much in the same way oTorg became the mechanical basis for the "World of" games back in the day. This actually leads me to a similar question...

The license states "...Furthermore, you may create new and alternative cosms, realms, or history and content, including content that describes past or future events (bold is mine for emphasis)."

The wording is *just* ambiguous enough I'm not sure... Are content creators allowed to create entirely new, non "Torg related" games/settings using the core mechanics, to put onto the exchange? So not a generic system but setting included?
