IMO a combination of high enough Social and Tech axioms would make this likely, but it would also have to depend on the genre or tone and world laws of the setting. The answer to me on this is that instead of magic/psionics, etc, you can spend your XP on Prowess and Social perks and on skills. Most of a character's power in Torg comes from clever play of cards and possibilities, not from what spells they can cast or even what gear they have. There are exception...
