I drew a map in MS Paint using a rough line of the coastal area and the indication of mountains in the region and I separated the different fiefdoms, named them. It was brutally simple. The way I see it the Charioteers are not a pilot guild and don't have any control over who can fly. They do hold the keys to the gates and will wipe you out for trying to take that from them. But if you don't want your Noble House's Air Force to be beholden to their guild they completely understand....

You have to live in a place longer than one cycle of it's census to be counted as part of it's population. I don't think census takers get to the whole of the garrison very often and I think there are a lot of people on Stigmata that don't live there long either due to desertion or what I assume is ...

When we were builidng hypothetical fief's we realized really quickly that serfdom is super relative. When you're owned and have to work all day in a sub-terannian Amenta farm on Kordeth your life is a bit more grim than farming halucinegenic bark on Aylon. I think Peasants also get a lot of pleasing...
