With cards like Romance, Connection, etc. we always play the card and let the GM decide what happens. We can offer a suggestion though (and it’s up to him whether that works in the campaign or not).

Nemesis takes place against whatever we’re fighting when it’s played. Assuming it’s Reality-rated.

I feel the very fact that Romance has the option to discard for something gives a bit more leeway in saying "no". Torg E is a lot more "player friendly" than many games but there are points where the GM simply has to say "No you can't Romance the Yokai*" *Actual situat...

I'm not sure I really like this guy being a super-genius even beyond Mobius. Even a 12-14 Mind would have made him really smart, but the given rating seems excessive to me.
