Just like with all system, if you don't like it, talk it over with your players and house rule it. I agree that fixed XP with increasing Perk cost will stagnate later on, so fix the Perk cost to 5 XP for the first perk tree , then 7 XP for the next tree and so on.. Or maybe all perks cost 5 XP but B...

I've been running it as option 3. But I get input from the players as to what the mishap was (see below). Normally they come up with something fun. I don't like automatic failures, so I normally say that the character got a standard success but something bad happened (with PC input)... alarms go off...

I see any hyper rituals, wishes or time machines as Macguffins for the story plot, not something that the PCs can pull out of their hat at any time.

I'd like to think that the (relatively) high Social Axiom is something the Church has been fighting against, not something it engineered. The Social 18 rose from the people -- both as an undercurrent from the masses, who may be docile as a whole but still expect a certain level of societal fairness...

Incidentally, this "I wish we hadn't gone Social 18" is why I don't like to lock things down unless we absolutely have to. Unless there is a reason for Social 18 specifically in the Cyberpapacy rule book, I'm tempted to put the social down to 14 in my game. It doesn't effect day to day in...
