If mages have no jurisdiction in arresting one of their own, how exactly does a criminal mage get arrested then? And how do the academies then pass judgement? nicely answered. White mages are indeed more strict in following the rules, they still have absolutely no jurisdiction in arresting anyone, or more rights regarding the use of offensive magic. Yup, thats it.
They can be quite useful in a creative player's hand though. Not all the time, but sometimes. The QL though is only in regards to anti-magic

Its always just the highest level afaik. ignoring 3 would be quite OP. Condition immunity is just for supernatural monsters.
But more or less similar Advantages (like natural armor) show a steady cost. so Level III should be 60 AP

Sure, the rules are constructed to treat similar things the same way. Ignoring one common condition level should be worth the same as another. Causing these levels via magic costs the same as well for all kinds, so i see no problem here.
