The failed attack serves the purpose of establishing that while the Cyberpapacy does not have a good offensive military, its defenses are top notch. I think it's a fair question though, why did they attack? Especially with the Core book entries, And I agree those seem to conflict. If it's a retcon ...

If no one attacked them, I think people would be asking why. Personally I think it makes perfect sense to attack someone who violates your borders, and the Cyberpapacy isn't operating in a vacuum here. One thing along these lines that's in the book that I like is that the name of the realm used by the Church is "Holy Cyber Conclave". They don't refer to it as the Cyberpapacy. I'm betting a lot of people will miss this as it's only mentioned once, but it's cool to have the clergy and fait...

There is a difficulty, though. Before production lines, when factories were really workshops, working in one required extremely qualified skills. That's probably not quite as true in the Cyberpapacy, because you're not expected to care about losing life or limb, but still. How do Sunday workers cop...

One thing about that location is this little piece of coastline that is outside the range of the Cyberpapacy stelae boundaries. It sparked a short discussion here about it being a possible foothold for Core Earth or a safe haven for the Resistance.
