I guess another way to get a similar effect would be to play the Maelstrom first and hope to hit well enough and then add a bunch of Coup d'etat cards.

I use roll20 a lot. there the character sheets, while in theory able to add bonuses/penalties to the die roll, are much easier to adjust the DN. Yes, that's exactly how it works. He needed 3 turns to get those cards into his pool, so is probably doing it on a minimum of the 4th turn. I couldn't get negatives to work with Stymie (subtracting negative numbers made the total go blank). So i read some info on character sheets and figured out check boxes. That is something I would love, as well as buttons for Small/Large/Very Large to automatically adjust defenses independent of other modifiers.
