No. Do you mean that they don't stack or they don't reset? The reason is that the Stymied condition lasts until the end of that side's next turn. That's precisely the problem. I've created a template for my own uses, by editing the original PDF files. I could send it to you, but I don't know how legal this is. Maybe USNA could provide it as an add-on to the Infiniverse Exchange Pack.

I couldn't find it either, even in the FAQ. The only other mention to it is from TE Preview #8. It may have been a WIP name for an existing card. The text p. 61 says the card encourages a long-term approach, so it could be the Feud! card.
