The attributes are lowered/enhanced for the check. So a climbing 14/12/14 SR 8 check with a malus of -2 would be treated as 12/10/12 SR 8. There are some effects that influence skill ratings (specifically add skill points to a succesfull check), but those mention it specififcally.

I'm not entirely sure what your problem is. The maneuvers you mention are (at least partially) included in most professions that have some kind of combat training. So if you want to play a fighter you will mostly start off already knowing a maneuver or two, and logic dictates that you then learn new...
