Honestly, anything that lets you sub out one Attribute for another reliably is terribly strong to start with. Old TORG had a mechanic (The Principle of Definition) where a spell total had to beat the spell total of a previously cast spell using the same knowledge, so a Mage would cast Flame Hands with no effect except to use Fire to color their hands and it would protect them from lesser castings of Firebal...
