Wild guess here, but I think that may have been to circumvent the rule that a target cannot take damage twice from the same source in the same turn. This way the target takes the spell's damage on the turn it is cast, then takes Fatigue damage on their round.

You can make a copy of the Day 90 Google map and modify it. However it has one very annoying bug: if you try to add additional zones it messes up the colors in existing ones. I'm sure priests and bishops can do some actual research then pretend they had a revelation. If it's not too big of an innovation, I bet Ebenuscrux won't bother sending the Techquisition (which, interestingly despite its name, is more about acquisition than inquisition).
