Regarding Delphi Council, my reading of it is that it's almost but not quite global, it doesn't quite have authority over nations either, even the ones that cooperate with it like the USA. The only perk that guarantees you have the weapon is Trademark Weapon. And then the guarantee is limited. You get it back at the beginning of the next Act if you lose it, which can be a while. A lot of perks require a weapon. Is the character guaranteed to always have that weapon, and, if applicable, ammo for it? Just to clarify.
