Nope. Tools became better on higher tech. Difficulty for shooting Mauser C96 is the same today as it was in 1900.

If you really want to reflect different Axioms effect on various powers, I would make the DCs for powers in higher axiom cosms lower. Being in Aylse makes Fireballs possible (lowering the DC from Impossible), not better. It doesn't make scrying more effective either, just easier (which also goes to...
