With mobs, you could always just say that each wound kills one mob outright and keep track of the shock for additional mobs later; i.e. once the shock is over their toughness you kill another mob.
If you score more wounds that mobs (or bullets fired) you just ignore.

I would assume that Race spell casters are rare in Tharkold. Imagine the number of mishaps you get whilst learning a spell before you get it right. It's probably why Psionics envolved by natural selection.

I suppose at axiom 9, organised traditions doesn't mean wide spread. Plus we don't know how long it has been at this level.

I honestly think CE magic axiom is too high. I think it should be closer to 5 than 9. At axiom 6 you can cast spells in 10 seconds (a round). At axiom 7 they can cast divination that can target individuals. Can you imagine a world where the cold war had MKUltra using drugs to enhance the Governments...

I assume learning spells that require precise hand and finger movement takes time to learn/unlearn. I would say it should be automatic... but if failing becomes a habit, maybe you should increase their mishap range by 1 when they aren't trying to fail (because it's now a habit). Not for long mind yo...
