You make a good argument and I tend to agree.

It depends on how prevalent Magic is; not how strong.

You can have a high Magic axiom cosm without it being an everyday thing.

... A magic 24 spell is not "bullet". It would be something else. Like... "Exploding Bullet" "Spinning Bullet" "Eviscerator" "Seeking Arrow" "Bullet Storm" "phase bullet" etc... That s why I like the oTorg spell creation rules.

True. oTorg is like that. That would also be true for 'tools' though. Just because you come from a higher tech axiom you get better armour and weapons (why would you ever want to be an Asyle warrior when a Core Earth soldier does more damage with his assault rifle?).
