Ranged combat mods

Just to help clear up a recent scene in our game, and being new to the rules.
Question/ situation; my player was leaving a house suspicious of the occupant. Glancing back they see them aiming with a bow and arrow. He stats he is dodging, looking at the rules he sees zigzagging for neg 4 to my archer. His roll is neg 4 for bodging a arrow.
Is that correct, both these mods apply?

Correct, the archer suffers a -4 mod to his attack due to the target running zigzag, and the player suffers a -4 mod to his dodge due to trying to evade a ranged attack.

The defender would still suffer the -4 to dodge even if he is not zigzagging. That is just the penalty to dodging something very fast.
So zigzagging is definitely a clever move, if the Bowman does not hit you in the first place you don't have to take your limited chances with dodging.
