Speaking about new races .... I’m working on the adaptation of the Kender race (Dragonlance) in TDE rules. One thing difficult to translate in TDE rules its the Kender « immunity to fear »

The better way to do this is to make a variation of the « Rugged Fighter » with 2 levels (cost 20 / 35 PAV) ...with this « No fear » advantage the PC Ignore the effects of the highest level of the condition Fear (ignore the 2 hightest levels at level II).

Do you think its a good idea ?

Sure, the rules are constructed to treat similar things the same way. Ignoring one common condition level should be worth the same as another. Causing these levels via magic costs the same as well for all kinds, so i see no problem here.

Do you know any application of a Level III condition ignoring in the rules ? (for an idea of the AP cost)

Its always just the highest level afaik. ignoring 3 would be quite OP. Condition immunity is just for supernatural monsters.
But more or less similar Advantages (like natural armor) show a steady cost. so Level III should be 60 AP
