The Marquis (Advice on this Nile Empire Villain)

I want to start a campaign for Torg Eternity, and while thinking up ideas, I came up with something interesting for a villain. The idea so far is a Nile Empire supervillain called The Marquis. The Marquis, whose real name is Grant Lafayette, was a renowned writer from Louisiana who specialized in writing pulpy stories about a heroic swashbuckler in colonial France by the name of The Sparrow, and his arch-enemy, The Marquis. Grant was in Egypt, researching for a new novel when the Nile Empire invaded. He survived the first invasion but got morphed into this new reality as a villain. But instead of the typical pulp villains often found in The Nile Empire, he was morphed into The Marquis himself.

The Marquis, who dresses as a dignified French Noble from the 18th century is an oddball even among The villains of the Nile Empire, who often don't take him seriously. But, underneath his pompous, uptight exterior is a cunning mastermind with a penchant for. Machilvillain and complex plans Even more startling is the fact that he is now a Stormer, something that he uses to help further his plans.

Can I have advice on making this villain a threat to Storm Knights and how to make him an interesting character?

Give him Super Skill with Taunt. And he will enrage heroes with his rapier-sharp wit and dry, sophisticated insults.

He should also have a literal rapier, and high melee weapons skill (fencing). The rapier has the Painful trait, doing +1 Shock (it is electrified). As he fights, he has a running commentary on his enemies’ flaws.

What if Lafayette is also The Sparrow? His transformation sparked an onset of multiple personality disorder. He recruits the Knights as The Sparrow to thwart The Marquis, but because he is also The Marquis his other personality has "inside information" on the heroes' plans.

Good advice so far. So far, I have an idea for an evil scheme that takes him and his 18th-century french soldier-themed to Aysle or the Living Land to execute a new evil scheme. May I have so advice on planning out what his evil scheme could be?

In the Living Land he may be looking for an original of the act of sale of French colonies to the USA (Louisiana) to falsify and lay claim to the territories (somehow).

In Aysle he could be touring around Scotland to persuade local lords to honor their ancient treaty with France and attack and take over England.

In LL, maybe he has gone back to Louisiana to lay claim to it via a stolen reality tree/magic ritual/reality bomb/macguffin or some such that he needs to obtain from Asyle.

Have his home in Louisiana near a hard point and part of the SK investigations lead them to his original home where they see pictures of him, the books he wrote etc. so they can work out the villains origin story. Then that brings in a bit of CE investigation etc.

His “lair” in Louisiana could be an antebellum plantation house decorated in the Rococo style. Something like this:
